So many times I have been asked "How to find a job?". Let's start writing on a piece of paper, all small business and technical skills you possess. Don't ignore any skill. Even the skills you haven't applied for a long time or the skills you developed in your hobby or what you've learned through your friend's small project.
Find out what market's wants and needs are.
Read job posting on the web employment search sites. It sort of provides you with the idea of market trends. Focus on those important expertise, during the economic downtime, the business usually returns from fast-growth setting to maintenance mode.
Now, you have a list of all the expertise you think the market has a big appetite.
Start thinking of who really needs those skills to make a difference in their accomplishment. It won't be too late to find out a few of business and give them a try.
What the market really want
You could create some strong skills on a particular job but those skills may not be easily valuable. You don't want to cook a dish nobody wants to eat it.
It is possible to research the skills in demand. When you have the short list, proceed and study them. You may be eligible for government-sponsored programs. It is never too late.
If you still can't find a job, then I would suggest you look for the place you often missed near you. If you take my advice and work hard on that, eventually you could say "Wow, I don't know actually I can find a job in my area..."

It doesn't take too long to uncover who is doing what in the local business area. I will spend 30 minutes a day in local library and read all local newspaper.
No, I am asking to learn anything else but business sections. There are tons of jobs hide behind the paper, do you really see them?

I would like to have you read the business section. Not all the businesses are sinking with the market altogether, most of businesses are doing just fine in a tough financial environment. For example, discount bargain suppliers like Wal-Mart are doing great. People are still buying but not in expensive up-scale stores.

If you saw a local business has won a big contract, then this means a couple of things. They may have job openings to fill right away and the industry is doing better than average.
